Accessibility statement

Clear Signal wants everyone who keeps care running to be able to use this site, including people who use a screen reader, a keyboard, magnification or voice control.

Our target

WCAG 2.2 level AA

We aim to meet the Web Content Accessibility Guidelines (WCAG) 2.2 at level AA. We have not had the site independently audited, so we do not claim full conformance. This statement says what we have done, what we know falls short, and how to tell us about a problem.

What we do

Built in, and checked before every update

  • Text and button colors are chosen to meet at least a 4.5 to 1 contrast ratio against their background.
  • Every page can be used with a keyboard, with a visible focus ring, and starts with a skip link to the main content.
  • Every image has a text alternative, or is marked as decorative.
  • Each page has one main heading and a logical heading order.
  • Animation is turned off when your device asks for reduced motion.
  • Pages reflow to a phone-width screen without sideways scrolling.
  • Form fields have visible labels, required fields say so, and form messages are announced to screen readers.
  • An automated check runs before each site update for image text alternatives, heading count, broken links and banned characters; a release that fails it is not published.

Known limits

Where we fall short today

  • No independent audit or testing with people who use assistive technology has been done yet.
  • Color contrast has been checked for our main color pairs, not for every combination on every page.
  • The HTM Program Health Check is an interactive tool. It works with a keyboard, but we have not yet tested it with every screen reader.
  • The policy pages were written before this design and keep their original wording and tables.
  • Links in the resource library go to other organizations' websites, whose accessibility we do not control.
  • Photographs are illustrative; they do not show Clear Signal staff, clients or any real facility.
